I disagree with you that the reason they are scrutinizing record OPs is because of NROPs. I think that they would scrutinize OPs either way. I also think that if we didn't have NROPs, all the focus would be on record OPs - but instead they spend most of their time trying to bust the NROPs that are always popping up. Anything that gets in the way of the established order, especially when it comes to big government programs like the FDA, they are going to try and stop. They hate anything that gives we the people more power, and OPs certainly do this.
