I have to agree with you here. I really think you called this one. There isnt anything for the DEA to seize with users, and like you said... many users are facing probation if they agree to treatment. All in all, it just makes no sence for them to waste their resources on individual user busts.
However a DISINFORMATION CAMPAIGN (hint) to discourage use would make perfect sence, no?
