The DEA has enough agents to simply order themselves,go before any Federal Judge,and have warrrant in hand without risking a consumer's life.They are far from "stupid",as you only see the agents sent to do their "Grunt" work.They hire thousands of licensed attorneys to develop the intelligence prior to the Grunt squad's arrival.They are much sharper at top levels than most agencies,IMO,except the FBI and IRS.They just don't need our help-they have enough of their own.Too,nowadays,its almost always possible to admit you are drug-dependent,and at worst draw probation and agree to treatment once or twice.DEA is much too sharp to tinkle away their budget on small fry with no assets to seize.A local cop might think it worthwhile,but not DEA.Neither does the U.S. Attorney's office wish to prosecute a plain user-it will not advance their career like cracking a major smuggling ring's top coke or heroin importer.Just IMO.
