It doesn't say they can open your domestic mail without a search warrant. And they've been searching international mail at the border without a warrant since the beginning. Nothing has changed.

They can intercept electronic transmissions and do "sneak and peek" searches on a person's home or office, then notify the person after the search is completed.

This is a scarey act and it was put together too quickly and quietly. It can be used to step on our 4th amendment rights and take away our privacy.
