I am not saying wether this is true or not. What he reported is reasonable. Customs would not show up, the case could be refered to the joint task force. Most foriegn OP's mail is sent through the US mail once it hits our ports of entry. International packages do not need a warrant to open them. But who needs to open them a simple x-ray will divulge the contents. Also this wasn't true last year but all mail can now be opened without a warrant under the post 11th anti-terrorist rules, even domestic mail. Keep telling yourself it's BS if that makes you happy. The story is starting to sound all to familiar.
