Please let me clarify, If you order a prescription from lets say Universal RX in FL, and you have had prescriptions filled at lets say CVS in TX you will be logged by CVS in TX ONLY and logged by Universal RX in FL ONLY(if FL had a PDMP). Texas and Florida would not share your info or log your prescription in a different state. The PDMP's are regulated by a state governing body ie. state board of pharmacy, not nationally.
