Washington state's PDMP only monitors practioners and prescribers that have been reprimanded for drug abuse and\or inappropriate prescribing. In other words, if your Dr. could get this info he has been in trouble before.

You are half right some states do share info with each other, but it is only for program modification. In other words, KY doesnt share info with TX about patients and\or prescribers just what has been prescribed to pick up on trends.

The PDMP's currently are state specific and you cannot be traced if the OP is in a different state than you.

Finally,

Yes the DEA or rather the ODC does keep record of every scheduled substance that is sold at the manufacturer and wholesaler level.
