Hopefully your friend's friend has a speedy recovery. I argue when I get stopped for speeding, so I can fully understand your friend's annoyance with the cop. I was actually in traffic court once (many years ago)and the judge threatened to hold me in contempt if I didn't shut up (I called her court a joke - the cop out and out lied about what happened). So, yes, I understand why your friend got ticked off.
