Poss. w. intent often does not require any evidence of planned distribution; having a large enough quantity is often enough. Manufacturing could mean doing anything to change physical or chemical properties or even just having chemicals and equipment that could be used to do it. Many states allow the convictions even if these activities had nothing to do with anyone from the school.
