Quite a few states have scheduled carisoprodol. It's possible that some have done the same for tramadol.

The reason i posted the link to GPO is so that people can search the FR for a recent Notice of Proposed Rulemaking to schedule tramadol. They won't find it. If people want to find out current information, they really need to search the FR and recently passed Public Laws at GPO. The DEA can implement regulations or emergency orders to schedule something, but that can also be done by Congress. The CFR is only updated once a year, but anything DEA does would be posted in the FR. You can see if there are any pending federal bills by searching http://thomas.loc.gov/.

P.S. Sure it's easier to use a search engine than to look at GPO, but that's no way to come up with a definitive answer. Newspapers don't cover every proposed change in the law and even Google doesn't do a good job of searching all the published news articles. Lawyers (and good reporters) don't do legal research by looking for newspaper stories ... but i do hear that more and more researchers are using the free Google instead of the expensive Lexus/Nexus for some types of research. For criminal cases, it seems silly to rely on Google to tell them what the current or proposed federal law might be, when it's all rock-solid information at GPO and Thomas. Newspapers often get it wrong, and the subset of newspapers which are indexed by your search engine might not have a news story on it or the story might not be indexed. The search of GPO and Thomas is very easy; all you need is one keyword: tramadol.
