That was exactly my point. Full-field federal background investigations that usually took six months now almost always take over a year, and almost everyone is called in to answer questions about something they found. The monetary cost of the high-level investigations for the requesting agency also went up by a factor of five, and they now dig much deeper than they ever did before.
