This is obviously a ridiculous analogy, but imagine that someone on this forum decided to play a little practical joke on President Bush, and order a pound of pure diazapam powder shipped to the White House in his name.

Would he be arrested?

We used to argue about something called "backbilling" in oldschool k0de-kidz days (if anybody knows what I'm talking about). Backbilling basically meant that you had hacked a long distance access code and used it to dial say a BBS, and eventually Sprint or whoever would call the owner of the BBS and threaten to charge THEM with all the illegal phone calls that hundreds of people around the country have made to them (like a popular bulletin board that lots of people phreaked to).

That was just as silly. So someone go make an illegal call to the Chief of Police in your town, then report him for receiving it.
