Re: Statewise control of Schedule II drugs

Harold Rogers Prescription Drug Montoring Program. Funds in the form of grants are available to create and enhance state efforts.

http://www.deadiversion.usdoj.gov/pubs/program/rx_monitor/

In addition to the states listed below which were obtained from the above link (accurate up to the year 2000), the following states received grants to create programs in 2002; Ohio,PA,Va,WV.

In 2003, grants were rec'd by Alabama,Florida,Maine, N.M.,and Wyoming.

Funding for enhanced programs was given in 2003 to Ca, Idaho,Nevada, and NY. In 2002 enhanced funding was rec'd by California, Kentucky, Massachussetts, Nevada, and Utah.

STATES WITH PRESCRIPTION MONITORING PROGRAMS
STATE/PROGRAM TYPE/YEAR IMPLEMENTED/SCHEDULE COVERED

California Triplicate/Electronic 1940 Schedule II

Hawaii Duplicate/Electronic 1943 Schedule II and Hydrocodone

Idaho Duplicate/Electronic 1967 Schedules II, III, IV

Illinois Triplicate/Electronic 1961 Schedule II

Indiana Electronic 1995 Schedules II, III, IV

Kentucky Electronic 1999 Schedules II, III, IV, V

Massachusetts Electronic 1992 Schedule II

Michigan Single Copy/Electronic 1989 Schedule II and certain anabolic steroids.

Nevada Electronic 1997 Schedules II, III, IV

New Mexico Electronic 1998 Schedule II

New York Single Copy/Electronic2 1977 Schedule II and Benzodiazepines

Oklahoma Electronic 1991 Schedule II

Rhode Island Electronic 1979 Schedules II, III Needles and Syringes

Texas Triplicate/Electronic3 1982 Schedule II

Utah Electronic 1996 Schedules II, III, IV, V

Washington Triplicate 1987 Selective

West Virginia Electronic 1996 Schedule II

As mentioned above the list was accurate as of the year 2000. As for the states mentioned that rec'd grants to create or enhance monitoring programs in 2002 and 2003, I do not know what has been implemented.

Edited to add: Since some of the states included in the 2000 list also rec'd funding for program enhancement it is possible that the monitoring information is dated. It is possible some of these states have amended their laws and regulations to include more schedules (Cll-CV instead of just Cll for example).

I would like to know if there is a federal program currently in use-or soon to be in use- that nationally monitors and ties in all the state reporting?

I think Bush wanted this. Did he get it?
