As a customer service guy for an IOP, I know all about that issue -- once in a while a package will sit in customs for way longer than the rest of the packages from that period, and eventually gets released. We'll re-ship if the client doesn't get it 30 days after the ship date, which means the client could end up getting duplicate packages. This is why shipping methods with tracking are a better way to go.
