I may be wrong, but from what I have gathered from reading the Pain Relief Network's article about Richard Paey, he did not steal the prescription pad. I gather that the doctor wrote out the prescriptions but left the date area blank. Then when the pharmacists and LE began investigating this, the doctor then claimed that he didn't. The doctor is only trying to save his own skin. It's a lose, lose situation for everyone, especially the tax payers of Florida who will be forced to support him and his medical needs for the rest of his life.
