I dunno, but i also had to pick up a 'letter' that was sent reg. mail and had to sign and print my name. Actually when I flipped the paper over the contents were written right there in plain view, but they didn't ask for my id.mine too came from overseas... did you have the little form the man leaves at your door when a delivery attempt was made? maybe they just needed to verify you were who you say? maybe he was just being nosey!
