Actually, a prosecutor cannot indict anybody. A District Attorney is charged with the job of collecting evidence and prosecuting crimes, i.e. arguing the case in court.
However, a Grand Jury can indict anyone including: The Presiding Judge, The Prosecting Attorney or the aforementioned ham sandwich.
