I've had the same thing happen twice. Both times I went to the P.O. and picked up the packages with no problem. I even told the postal clerk that I was home all day and, like you, have a dog that alerts me to anyone approaching the door. She had no explanation. I think sometimes they just get lazy and don't want to be bothered. Good luck!
