Laws on Schedule 4 in Oklahoma

I have a cousin in Oklahoma and she is on a prescription for 90 xanax a month from a MD in her town.
She see's him every three months and he writes her a script of 90 with 2 refills each time.
She has had some panic attacks and the doctor has written a few more scripts since the visits have been more frequent now, close to two months apart.
She just got 90 filled about 4 days ago, and has one refill on the bottle and went to see the Dr today and he wrote her a paper script after an hour office visit for 90 with two refills.
Could she take her paper script to another pharmacy and get it filled the same time the one prescription was at another?
She is not dr shopping or anything. She is losing her insurance 12-31-03(COBRA), since losing job, and thought it could be a good time to stock up on a couple extra scripts until another insurance plan is found.
Do the scripts come back to the Dr? I don't think class 4 medications are monitored in Oklahoma.
Does anyone know the laws regarding scripts written by the same dr. This is a doctor that is not known for writing prescriptions out for addicts. She has suffered panic attacks and has been on anti depressants and other anti anxiety medications for the last 10 years.
Would appreciate any input. She called me and I told her I was unsure.
