Lots of IOPs split orders into smaller batches to spread out the risk of seizures a little (or some do it because they really believe the 30/90-day legal limit myth). Also, lots of IOPs are notoriously slow to respond to emails. That may be bad customer service, but it doesn't mean they screwed you. How long has it been since the order was placed? This threads a few weeks old... did the stuff ever show up?
