You may be right re the ratio of seizures to letters, but still, don't underestimate the gov't ability to waste time, tax dollars, and manpower on useless tasks like this. FWIW i've been using IOPs since they started popping up on the web (and even a few thru the mail.... anyone remember libertarian solutions?) and of the MANY i've ordered, I can only recall 4 packages that didn't arrive. 2 were seizures, one in the late 1990s and another about 2 weeks ago (gigapharma of course), and of the 2 that did not arrive and didn't involve a love letter, both of the IOPS blatantly kept the money and sent nothing. SpeedRx? Curepharma? Other than that, every single package has either made it or on those very rare occasions a love letter.
Personally, I think *some* IOPS have a small habit of occasionally not sending out an order, then claiming it must have been seized with no love letter being sent. Selective scammers. Not blaming anyone in particular (no current ones come to mind) but it's something to think about.
