It has more to do with the financial policies of the banks than anything else... In Australia it can seem bewildering trying to make a payment to anyone for anything... With the fluxuating exchange rates and picky laws, only certain types of money orders drawn on particular institutions in that countries exchange was excepted when I tried to order from a botanical vendor (just rare trees seeds,ethically crafted, nothing exciting to anyone but me)
