This has happend to be and it was by accident.

The post office thought I hadn't paid and closed it. When I told them that I had, they investigated and re-opened my box. The mail for 3 days was sitting in a box so they did not return it to sender.

I urge you to contact them to get it unlocked and resolve the issue.

If they wanted to arrest you yadda yadda yadda .. they don't need to lock your box. They would simply show up at your house. If they wanted you to physically pick up the packages and open them and then arrest you, they would not have locked the mail box.
