The USPS regulations for Private Mail Boxes say that in order to receive mail at a PMB, ALL the potential addressees have to fill out a form and show ID and proof of street address or location. Those federal regulations are only for mail and they don't apply to UPS/FedEx, etc. Also, some places are more picky than others, but federal law says that they're supposed to return to sender any mail addressed to a name that's not listed for that box. Finally, USPS offers an extra paid service called Restricted Delivery where they're supposed to check the recipient's ID and only deliver to the person it's addressed to. Restricted Delivery would be in effect whether it's going to a residence or a PMB--the PMB agent is supposed to hold on to it and have you come to the counter and show ID to pick it up.
