The doctor's office was probably not following the state law if they refused to give you your medical records. Until recently it was only state law that governed, but now the federal HIPAA grants every patient the right to get copies of their medical records. If they refuse you now, they can be hit with a stiff federal fine. They can charge you a fee, but they have to give the records directly to you if you request them and sign a release.
