It won't ever happen. The OP's know they are filling a need and for their efforts charge accordingly. There is no group power here other than the need to circumvent local doctors in search of medications people can not obtain in adequate quanities. Then there is the element of those that use for purposes other than medical reasons. Sort of like " I have a dream" but with questionable motives.
