I have a theory on that, Florida has a large retired population, making medical care and medicine a big deal and big business in Florida, but consequently the rise in the sale of certain medications like pain med's and muscle relaxers (soma) is interpreted by the state government as "abuse" and therefore they try to stop the "perceived abuse epidemic" by passing state substance abuse legislation.
