I totally agree with you about the neighbors Legitimate. Some shady neighbors of mine signed for and took a very important package, and I never got it back. You can't file a complaint with the USPS if you, in any way, are in violation of any law. It sucks, but if someone took it and doesn't give it back there is not much you can do.
