Contact the Bank/Brokerage house or where you do your checking or savings. There are so many new products available, they claim they can get almost anybody in a card.

I also remember a product aimed at parents for their teens called BUXX. I believe it was a preloaded visa/mc that could be recharged though a deposit. I am not exactly 100% sure how it worked.

Is this an age or credit score issue? If it is a credit score issue a secured card may be the way to go. One you can order from your OP, secondly you can build your FICO # back up.
