You'd think in this day and age they would be under constant surveillance, but if this is really happening then clearly they are not. They should be careful though. I remember years ago when the Chicago area USPS had serious theft problems they all got caught on secret video tape and prosecuted. I can't fathom that Fedex wouldn't know about such a widespread problem and allow it to continue.
