2 things to look at

1. Try www.inonecard.com they are a pre-paid master card.

From past experiences make sure that you write or print out everything (passwords, pin etc..) They charge you 9.95 for the card and you have to put something down on the card to get it. I see them in McDonalds and 7-11 stores next to the ATM's.

The customer service sucks though.
