I guess different companies handle disputes differently.
I'm not sure if there are actually rules or laws protecting the consumer that dictate how fraudulent charges are handled, but I always sort of thought there were such laws. I always thought that the reason we pay 19 % interest on credit card debt was that it buys us some kind of protection when we have problems with merchants.
If I were you I would agressively go after the pharmacy and the credit card company both, until this is resolved. Get the names of the CS reps you talk to, write everything down, send your dispute letter with proof of delivery, etc. It should be the CC company's job to make sure the merchants they do business with are legitimate.
