My guess would be that they ARE NOT legal since they are shipping out of NV I find it VERY hard to believe. They have VERY strict laws there to deter that kind of stuff. Like selling as well as buying. Like they say... if it sounds too good to be true, it probably is. That price for 100 is wayyyyyy to good to believe...
